How to activate the Android 11 chat bubbles for Telegram and Messenger

Open the settings menu
Navigate to Notifications or Apps & Notifications
Click Advanced Settings (Samsung) or Notifications (General)
Click on Bubbles or Balloons
Make sure the switch behind Allow apps to show bubbles is on
